Fu Ying Attends Munich Security Conference and Participates in Panel Discussion on "Global Power and Regional Stability"

On February 1, 2014, Fu Ying, Chairwoman of the Foreign Affairs Committee of the National People's Congress (NPC), attended the 50th Munich Security Conference held in Munich, Germany at the invitation, and participated in the panel discussion on "Global Power and Regional Stability".

Fu Ying said that the security for survival and development of the mankind is fundamental to all concepts of security. The year of 2013 is the first year that China's new leadership took office. China was under considerable pressure of economic downturn, but the new leaders adopted innovative macroeconomic policies and successfully achieved an economic growth of 7.7 percent. China still faces many challenges, and the fundamental way to solve these problems is to comprehensively deepen reforms. The Third Plenary Session of 18th Central Committee of the Communist Party of China unveiled a series of major reform measures covering problems of all aspects that people are concerned about and hope to solve. The year of 2014 is a crucial year for implementation of the measures and a year of reform.

President Xi Jinping has advocated the Chinese Dream of achieving the great rejuvenation of the Chinese nation, with the better life for 1.3 billion Chinese people as its core. That is to say, every ordinary person in China has the right and owes the conditions to live in a secured environment with dignity. This makes China's successful story appeal to the world, and also makes the Chinese Dream attractive.

Fu Ying said, China needs and will be committed to building a peaceful external environment. Over the past few decades, China has not been involved in major international conflicts. As for neighboring countries, China has contributed to promoting security and prosperity in Asia by actively advocating the spirit of inclusiveness, endeavoring to enhance mutual trust and clear up doubts through dialogue, and promoting all kinds of economic and financial cooperation,.

In the past two years, China has been provoked by some individual neighbouring countries on the territorial issues. With respect to territorial and maritime territorial disputes left over by history, China proposes to shelve disputes and seek common development, as well as a peaceful solution through dialogue, and opposes creating tensions and conflicts. At the same time, it is also necessary to make strong reactions to some provocative acts, with the aim to bring the issue back on the right track and prevent it from causing spillover effects and threatening regional security.

Fu Ying pointed out, comparing with the situation 100 years ago, the world today is in the times of peace and development. The utmost change is that globalization has spread capital, technology, resources and other production factors from heartlands dominated by developed countries to the more extensive marginal areas, and the developing countries got the opportunity to grow rapidly, to catch up with and overtake the developed countries. Therefore, industrialization of the new age is no longer bound to entail impulses for expansion and pillage. Facts prove that China adheres to a path of peaceful development and has achieved success, and it will not waver in this direction easily.

When answering questions concerning China-Japan relations, Fu Ying said that China-Japan relations are in a very difficult period at present. For some time, messages sent by the Japanese leaders are full of contradictions. Behind all those superficial, there lies in deep the always question of Japan's cognition of history, especially the denial of some Japanese leaders of its crime of the war of aggression. Some people even do not regard that cruel war waged by Japan in those days as a war of aggression. Japan's history education, as it were, is a failure. The Japanese leaders born after the war thus hold such non- conscience attitude toward history. As long as the Japanese government can not genuinely admit and face its history of aggression and can not sincerely reach a real reconciliation with the victimized people of neighbouring countries, Japan is difficult to unload its historical burdens and can not become a constructive member of Asia. In this respect, Europe has set a good example through its complete liquidation of the history of WWII.
